Depok municipality issued “One Day No Rice” movement as a follow up from Government Act number 7 year 1996 about food and the government rules no. 68 year 2002 about food endurance. The movement is also based on President rules no. 22 year 2009 and Minister of Farming rules no. 43 year 2009 about food diversification acceleration based on local source, and Letter of West Java Province governor no. 501/34/binprod date July 15th about Rice consumption decrease movement.
The movement that has caused pros and contras started from the letter of Depok city mayor no. 010/27-um date February 10th 2012 which said to ask food seller in city hall canteen NOT to provide food made of rice every Tuesday but providing substitutional food such as potato, cassava, and tubers. The food sellers were also asked not to use the elevator while delivering food, bring food in closed container, sort the trash, and minimize flour materials, as the letter written.
One Day No Rice movement is one of the efforts to sustain national food endurance, because the biggest consumption of Indonesian people is rice. The government has the cumpolsory to maintain stability of the rice price to make it affordable by every citizens. Decreasing farming land is not balanced with increasing inhabitants, moreover rice availability is decreasing, while the demands of rice is increasing, causing the rice price uncontrollable since rice is the main dish of most Indonesian people. Each increase of rice 10% contributes to 5% inflation. If the rice price is increasing every months, and contributes 0.5% inflation, it can reach 6 of inflation exceeding national inflation rate, 5. This could be harmful since it has not been influenced yet by the costs of other main needs which also enables inflation. High inflation can slow down economy growth, insecure the investors and create negative assumption on the traders which can impact on other prices and furthermore poor people cannot afford the rice and other needs.
One day No rice movement is hoped to build synergy between canteen manager and the municipality so that the apparatus get used to the movement. Depok government officers should be pioneers and examples to reduce rice consumption in daily lives, both in the office and their home because government officers position is quite central amongst the public, said the mayor. The mayor asked all apparatus to understand the movement so they can socialize rice consumption decrease intensively to all people.
One Day No Rice is one of the efforts to accelerate food consumptions diversification based on local source to encourage various, nutritious, balanced, fine, and halal consumption patterns. Depok city makes 5,220 tons rice per year, while the consumption of rice reaches 186,026.990 ton per year. It means there is a defisit about 487 tons on the rice production per day. If the movement works, it will reduce rice consumption for about 26,000 tons per year. Today, the average rice consumption of Indonesian people reaches 139 kilograms per capita per year, while the average rice consumtion of the world only 60 kilograms per year per capita.
This movement has highly positive impact because it can maintain rice price stability, decrease rice consumption and followed by increase of other food consumption such as vegetable, fruit, nuts, tubers, proteins and it can enhance people’s behaviour of consuming various, nutritious, balanced, safe, and halal food, said the mayor. The mayor added that this movement could increase the use of local source, reduce the dependence on imported source, and sustain the price of other main needs, specially food.
Rice is the food that has high glucose content. If it is too much consumed, it will raise glucose level inside the human blood and can cause diabetes risk. In Indonesia it is difficult to change people mindset about rice. There is Indonesian proverb “we haven’t eaten if we haven’t had rice yet”. Indonesian should erase that kind of mindset and start to change main dish with seeds like wheat that can minimize the risk of diabetes. Carbohydrates like tubers, corns, and cassava are complex carbohydrates with low glucose which can endure the feeling of full more than rice up to 6 hours. Complex carbohydrates can be stored in the liver and flesh as glicogen (substance before turning into glucose). If the body is lack of energy, the reserved glicogen will be broken into glucose as energy source. Complex carbohydrates contains less sugar yet higher fiber, so it will give more benefits to our health.
The mayor of Depok city who stopped consuming rice since 5 months ago asked to switch the food to tubers, corns, cassava, taro and non-flour food so we won’t depend on rice. He asked to get used to consuming non-flour and non-rice food because it has more benefits to health, eat more vegetable, fruit and other protein to balance the nutrition. “let’s carry on the movement as to give example not to consume rice”, said the mayor.
